You can access this window from Window > Inventool > Effectiveness Chart.
The effectiveness chart represents the strengths and weaknesses between different attributes, indicating how effective each attribute is against the others.
If you're unsure what the numbers mean, here's an example: in the chart above, Fire deals 0.5× its normal damage to Water, while Water deals 2× damage to Fire.
